
Overview
Dr. Charles Locke is an internist and associate professor of medicine at the Johns Hopkins University School of Medicine (JHU SOM). Dr. Locke served as the COO, BCCFH COVID Task Force, a joint effort of Johns Hopkins Medicine, University of Maryland Medical System, and the Maryland Department of Health from 2021 to 2023. He then served as the Branch Chief, Medical and Pharmaceutical Operations, and for the Office of Workers' Compensation, U.S. Department of Labor from 2023-2025. He also served as the Chief Medical Officer for the Office of Workers' Compensation, U.S. Department of Labor from 2024-2025. He currently serves in the Center for Medicare, Centers for Medicare & Medicaid Services (CMS) as consultant and policy expert on the Medicare Advantage (Medicare Part C) and Medicare prescription drug benefit (Medicare Part D). He remains on the JHU SOM part-time faculty with limited teaching and patient care responsibilities. Dr. Locke received his M.D. from the University of Pennsylvania. He completed his residency at the University of Virginia Health System. He joined the Johns Hopkins faculty in 1998. His research interests include utilization/clinical resource management, public health response to the COVID-19 pandemic and Medicare policy. Dr. Locke has been recognized by the Institute for Excellence in Education and the Osler house staff with several Teaching Awards.
